London Borough of Barking and Dagenham

Barking Market is a bustling East End market revitalised by an imaginative Public Private Partnership in 2000 between the London Borough of Barking & Dagenham and private market operator Charfleets Ltd. Most London markets are subject to the London Local Authorities Act which raises unique challenges for management so in 2003 Quarterbridge was asked by the Council to review progress of the partnership. We found that close co-operation between the Town Centre manager and Operator had dramatically increased occupancy levels and footfall on the market and stimulated investment and greater demand for shops on East Street. Such PPP’s offer benefits on many levels if correctly structured.
